Bill Summary:  The current version of the bill requires the State Energy Resources Conservation and Development Commission to develop a statewide market development initiative to advance the state's market for low-emission space and water heating equipmentfor new and existing residential and nonresidential buildings. The measure requires the commission, as a part of the initiative, to identify and target critical low-emission space and water heating technologies that would assist the state in meeting its greenhouse gas emissions reduction goals. The measure also requires the commission, in consultation with the Public Utilities Commission, to develop and administer the New Zero-Emission Building Program to provide incentives to eligible applicants, as defined, for the deployment of near-zero emission building technologies to significantly reduce the emissions of greenhouse gases from buildings.  Specific products listed include heat pumps and solar thermal systems; therefore, this could affect products utilized in the pool & spa industry.

Status:  Passed Senate on May 30. Referred to both the Assembly Natural Resources Committee and the Utilities and Energy Committee.  A hearing was postponed on June 18, but the measure was amended during the Assembly’s floor session that same day. Hearing held; amended; passed Assembly Natural Resources Committee; referred to Assembly Appropriations Committee. Amended 8/6/2018. Hearing held; placed in suspense file 8/8/2018. Hearing scheduled 8/16/2018.
