Rule Summary:The Commission has proposed rule amendments to the 2019 Building Energy Efficiency Standards. The Standards contain energy and water efficiency requirements (and indoor air quality requirements) for newly constructed buildings, additions to existing buildings, and alterations to existing buildings. The Commission has proposed new requirements for installation of solar photovoltaics for newly constructed low-rise residential buildings; updating current ventilation and Indoor Air Quality (IAQ) requirements, including references to ASHRAE 62.1 and 62.2; and extending Title 24 Part 6 to apply to healthcare facilities.Specific updates impacting pools and/or spas include: (1) updating the ANSI/APSP -5 Residential Inground Swimming Pools Standard from the 2003 edition to 2015, which needs addressing as incorrect reference to NSPI and edition (APSP will submit comments to this affect); (2) updating NSF-50, Circulation System Components and Related Materials for Swimming Pools, Spas/Hot Tubs from a 2005 edition to 2016; and (3) adding swimming pools to a table addressing Air Classification and Recirculation Limitations applying to indoor air quality. In addition, the Commission has proposed minor updates to wording in the mandatory requirements for pool and spa systems and equipment; that does not appear to change any current requirements.

Status:The Commission has released notice of proposed amendments to the building energy efficiency standards. Public hearings occurred February 5 and 6. Written comments are requested by February 20, however written comments will be accepted until March 3. The public adoption hearing is scheduled for March 21. The Commission directed staff to revise the rule based on comments received and release notice of a 15-day comment period on the modifications.  A new rule adoption date will be announced at a later time.
