Florida – HB 775/ SB 1118 (Workforce)

Issue: Construction Industry Workforce

Bill Summary: This bill relates to the Building Code Administrators and Inspectors Fund which requires certain funds to be used for construction industry workforce purposes. 

On a quarterly calendar basis, one quarter of 1% of the proceeds from the permit fee surcharge shall be distributed to the M.E. Rinker, Sr., School of Construction Management at the University of Florida.

The funds may be used for the following:

  • Project coordination with institutional partners, including the Department of Education, Department of Economic Opportunity, Department of Corrections, and CareerSource Florida, Inc.;
  • Project coordination with the Florida Construction Workforce Consortium, Inc. ;
  • Research into construction education issues;
  • Advocacy of construction employment at the K-12 school levels;
  • Development and maintenance of a Build Your Future Florida website;
  • Construction careers job fairs; and
  • Sponsorship of K-12 after school activities that focus.

The remaining proceeds from the surcharge will be allocated equally to fund the Florida Homeowners'  Construction Recovery Fund and the functions of the Building Code Administrators and Inspectors Board.
